Carlton County performs Medical Assistance estate collections pursuant to Minnesota Statute 256B.15. Carlton County does not assist in estate planning. For more information, please visit the Minnesota Department of Human Services Medical Assistance Estate Recovery page.  

Obtaining a Medical Assistance Certificate of Clearance

A Medical Assistance Certificate of Clearance can be obtained by completing an Application for Certificate of Clearance for Medical Assistance Claims and submitting it to the Collections Department.  Forms for both Transfer on Death Deed and Decree of Descent are available here:
